In most State Ruler competitions the majority of points come from Alliance Duel victory category. The winners I seen tend to have at least 18 daily victories. We cannot expect a 100% win rate as the game tries to balance fights and aim for 50% win rate. When an alliance from 189 faces another alliance from 189, we also see exactly 50% win rate. This would need around 40 active alliances, only 10 of them are protected under NAP 10 agreement. So our goal is to make sure there are enough players active in smaller alliances. To have an Alliance Duel participation an alliance needs at least 20 members. Very different from the big around 100 person alliances protected under NAP. How can you create more points?

Improve player and alliance retention

One of the problems we face that players who are unhappy might leave the game, and we might lose whole alliances. And even a 21 member alliance can count. Currently we can speak with small alliances and try to educate them, teach them both about protecting themselves, and about how they can enjoy the game, how they can participate, how they can be our friends, even if not all of their members can merge into our alliance. We can speak up for them, try to protect them, and can have a group of small sister alliances to support our goals to win in State Rulers. Luckily our leaders and recruiters often made friends and if the mergers and restructuring can help another sister alliance that can help us in this area. 

Farm alliances

As other servers also face similar problem and also face drying up resources I keep mention creating some farms early. Soon we will have a guide about setting up your own farm. If from a 100 man alliance only 25 people have farms account, some of them have up to 3 farm accounts they visit only for very brief times, that can be enough to form farm alliances, if all the top 10 alliances each would to this, that would already create 40 alliances to win 20 alliance duel challenges a day on average, and score 600000 points there. While a Farm Alliance can be composed mostly from farm accounts, they can also welcome people who don't mind some "consensual looting" in some times and want to grow there in peace. Enough farm accounts and farm alliances, some of them for personal use, some of them for alliance uses, can also spare others from plenty of the plundering and can help with player retention. 

Training alliances and Recruiting

My long term proposals would include two different little tricks. The first is using this web page as a tool to help to recruit from other servers, and try to placing the recruits into an alliances where they can grow in peace and contribute to server vs server goals if it became impossible on their previous server due to a few alliances. While we can't promise them a "quick ride to top 10" like a new server, but we can promise them a stable and good environment they can already see, they can see our plans and can come here to win. It will take a considerable amount of time, but long term growth can create long term victory.
